CORONAVIRUS - GENERAL INFORMATION
The Spanish Government decided to decree a NEW EXTENSION OF THE STATE OF ALARM for the time being until 21st JUNE 2020 given the seriousness of the global problem caused by the Coronavirus COVID-19, and to allow a controlled social de-escalation, reducing the risks of contagion.

As already informed, the Spanish Government issued 4 de-escalation phases. The four phases of the transition to the new normal plan will run until the end of June.

In the absence of official confirmation, it seems that as of Monday 8th June, the Spanish Ministry of Health may allow the Region of Murcia to enter Phase 3 of the social de-escalation process.

That will mean a new advance in the de-escalation of the confinement that will allow Murcians to enjoy more hours of sports and walks, in addition to the reopening of shopping centers, cinemas, theaters, concert halls, and bars.

Vulnerable people can make use of the new terms provided that their clinical condition is controlled and under strict protection measures.

Please see below some of the measures and limitation for stage 3:

1. FLEXIBILIZATION OF SOCIAL MEASURES:

-The possibility of circulating only through the province, island or territorial unit of reference for the purposes of the de-escalation process is maintained, without prejudice to the exceptions that justify the displacement to another part of the national territory for health, work, professional or business reasons, return to the place of the family residence, assistance, and care of the elderly, dependents or people with disabilities, cause of force majeure or situation of need or any other of a similar nature.
-The time slots are completely eliminated and the groups can already be up to 20 people. Of course, the mandatory distance of two meters is maintained or the use of masks if they are closer.
-Phase 3 allows the use/consumption at the bar at bars while keeping the distance of two meters between clients.
-The opening of clubs or other nightlife venues is prohibited.
-In bars, the maximum capacity will also be 50%, the general rule, but on the terraces, it goes up to 75%. The autonomous communities may raise the capacity on the premises and reduce it in terraces. Of course, the obligations of the distance between tables, cleaning between one client and another, the use of disposable tablecloths or hot cleaning, and the veto of the use of paper letters and shared elements such as napkin rings are maintained.
-The capacity of the common areas of the hotels, which can open spas and swimming pools in the conditions set for these facilities, rises to 50%, but group activities are also allowed (up to 20 people).
-Casinos, establishments for collective gambling and games of chance, gambling halls, arcades, raffles and tombolas, specific betting venues and other premises and facilities assimilable to recreational gaming activities may be reopened to the public and bets, conditional on not exceeding fifty percent of the authorized capacity and that there are, in no case, within the premises or establishment more than fifty people in total, including the workers of the premises or establishment.
-Wakes may be up to 50 people outdoors (also in the procession) and 25 indoors. And the places of worship increase their capacity to 75%, although they have to maintain the separation and cleaning measures: mark capacity, maximum 1 meter between seats, nothing to celebrate events on the street or outside the building, or choirs, or of personal contact or use of objects of worship or holy water. And always with a mask.
-Weddings and other social-religious events, such as communions or baptisms, may also be held at 75% of the capacity. If they are in closed spaces, with a maximum of 75 attendees; in open places, 150.

2. CONDITIONS FOR THE DEVELOPMENT OF THE ACTIVITY IN ESTABLISHMENTS AND RETAIL COMMERCIAL PREMISES AND SUPPLY OF SIMILAR SERVICES

-The capacity rises to 50% in all establishments whether or not they are within a shopping center, although the obligation to guarantee the safety distance and the hours of priority attention for people over 65 years of age remains.
-In the common and recreational areas of shopping centers, the capacity must be 40% maximum.

3. FLEXIBILIZATION MEASURES IN THE FIELD OF CULTURE

-Cultural activities may be carried out in libraries, provided that they do not exceed fifty percent of the authorized capacity. In any case, an interpersonal safety distance of two meters must be maintained between the attendees.
-Libraries may be allowed to study in a room, provided that the necessary conditions are met according to the direction of the library, and do not exceed fifty percent of the authorized capacity.
-Visits to museums and monuments can be for groups of up to 20 people, always maintaining 50% of total capacity at all times.
-All cinemas, theaters, auditoriums, tent circuses, and similar show spaces may carry out their activity provided they have pre-assigned seats and do not exceed half the authorized capacity in each room.

4. CONDITIONS FOR SPORTS ACTIVITY

-Athletes integrated into clubs participating in federated non-professional leagues will be able to carry out medium-type training, consisting of exercising individualized tasks of a physical and technical nature, as well as carrying out non-exhaustive tactical training aimed at the specific sport modality, in small groups of several athletes up to a maximum of twenty, maintaining the safety distances of two meters in general, and in any case avoiding situations in which physical contact occurs.
-The norm no longer limits the sport to be individual in gyms and similar (until now one coach per client and by appointment), open and covered sports spaces (until now individual or in pairs). Thus, groups of up to 20 people can practice sports anywhere. Of course, always without contact and with a maximum of 50% capacity. An appointment is no longer necessary to access any of these facilities.
-The use of changing rooms and shower areas is allowed.

5. CONDITIONS FOR THE DEVELOPMENT OF TOURIST ACTIVITIES, CHILDREN'S ACTIVITIES, TOURIST, ZOOLOGICAL AND AQUARIUM RECREATIONAL CENTERS

-Active and nature tourism activities may be carried out for groups of up to a maximum of 30 people.
-Guided activities groups must be a maximum of 20 people. During the development of the activity, audio guides, brochures or other similar material may not be provided.
-Free time activities for children or young people, such as toy libraries or activities in nature. The maximum capacity in these cases will be 1/3 and 80 people in closed premises and 50% and 200 outdoors, in both cases including monitors. And efforts will be made to organize children into groups of a maximum of 10 people.
-They may open tourist recreation centers, such as amusement parks, as well as zoos and aquariums. The capacity will be 50% in general terms, but it should be reduced to 30% in closed spaces and attractions.
